일본과 남한, 북한의 상호관계는 세 나라에만 국한된 문제가 아니라 이 지역 및 더 나아가 세계의 평화와 안정에 의미를 갖는다. 세 나라 모두 세계 활동 무대에서 중요한 역할을 각자 담당하고 있다. 일본은 세계 두번째 경제 대국이며, 남한은 세계 열한 번째 GDP 보유국이면서 세계 시장에서 영향력을 행사하고 있다. 한편 북한은 탄도 미사일과 핵무기 능력을 보유하고 있어 일본과 남한, 그들의 우방 미국에 강력한 위협 요인이 되고 있다.
이런 배경하에 이 책은 지적 탐색을 한다. 그 중 최대의 관심사는 국가들이 협력에 힘씀에도 불구하고 왜 실패하는가이다. 특히 일본과 남한, 북한이 친밀한 협력적 관계로 진전하는 데 왜 어려운가에 집중한다. 한편 일본과 남한의 관계가 일본과 북한의 관계보다 더 현저하게 진척되는 이유를 살핀다. 또한 어떤 방식의 관념적인 요소들이 쌍방 간 관계를 설명하고 구체적으로 밝히는 데 도움을 주는지도 알아본다.
결국, 국가 또는 체제의 정체성에 있어서 관념작용의 변수들에 의해 일본과 남한, 북한 간 협력의 문제, 특히 일본과 북한의 납치 문제 및 일본과 남한 간 역사 관련 문제 해결 등이 쉽지 않음을 제시한다.
